UI Enhancement doesn't affect functionality of the site but is visually/experientially ugly

Is your feature request related to a problem? Please describe.
The download list became exhaustive with v15+ and with the addition of delta releases. The original layout has the form at the bottom and you have to scroll up and down, even on my 4K monitor.

Describe the solution you'd like
You might keep the last 4 downloads (2-3 releases?) as it is and put a drawer "click for older releases".

Alternative
Put the form to the top, maybe side-by-side with the language pulldown.
