Where is spec2md.pl? #304

The spec states that spec2md.pl can be used to turn spec.txt into markdown, however spec2md.pl does not seem to be in the repo any longer.

Is the functionality of spec2md.pl now in makespec.py, or does it still exist somewhere else?

If it's the first case, maybe the spec should reflect this change.
