This fixes some issues mentioned by @davecgh with the address book not showing already opened chats, so it can seem like some users aren't currently in the address book. So now all users can be seen in the address book, and instead of "Starting" a new chat it will merely make active that chat window if clicked on. The tool tip and icon are also changed to make that more clear.
