Registration notification email to alert admins doesn't include attribute values

Description

The notification email that gets sent to the site admin alerting them that a new user has registered doesn't contain any of the attribute values. Only the attribute names populate the email. This is what it contains:

New User Registration
A new user has registered on your website.

User Name: test_athlete
Email Address: test@example.com

First Name:
Last Name:
Parent 1 Email:
Parent 2 Email:
Parent/Guardian 1 Name:
Parent/Guardian 2 Name:
Birthdate (yyyy/mm/dd): 

How to reproduce

Turn on the 'Send admin an email when new user registers.' and register a new member and check the email that the admin receives.

Been chasing my tail trying to figure out what was causing these incomplete registration notifications, as @mhawke has already reported, this bug is still alive in the latest version 9 release.
Is there any possible solution?
