Feature Request: Make it possible to Add Layouts by dragging it from Blocks menu. #5026

This would save people a lot of time. Currently we can only add a layout to the bottom of an area, then we have to drag it where we want it. It would be nice to just drag an area over from the blocks menu, solving the issue of layouts only available to add at the end of area.

Seems converting the layouts functionality to a block type could also solve the issue of layouts not working in global areas (#1227).

Not only do we have the problem regarding the bottom of the page, but we also need a lot of clicks for something that is used rather frequently on same projects. Being able to define some layout presets and drag them from the toolbar into the page would make things a lot more convenient. Pretty much like microweber does it.

What are people's thoughts on this? Is it something that is technically feasible with the current implementation of the core? Is it the correct solution to #1227?
If the core can handle it, this might be something I'd be interested in working on in my spare time; as it seems like a great way to get my hands dirty with the internals of Concrete5.

@techgeeknz I believe we do want this; it's not going to be from the blocks menu specifically – but rather a new menu in the add panel (so instead of just being blocks, clipboard, stacks, you'd get blocks, clipboard, stacks, and then layouts.)
