CFEP3 update

Comment:

For large packages (qt-webgine, tensorflow) the storage requirements are quite large.

I'm asking for permission to upload to conda-forge during as the builds progress locally to a tag like cfep03-staging.
When all builds pass, we would change the label from cfep03-staging to main.

If you all think this is OK, I can amend the CFEP to this effect.
