Updated text to say that greater than 50% of the votes must be "yes" for a proposal to pass, when there is a 50% threshold.
Updated team names to better reflect what the teams do. - Maintenance Team → Project Team - Core Team → Steering Council See Issue conda#41 for discussion.
In general, the voting policies in this document govern Steering Council votes. Also fixed two typos from previous commit.

This PR implements these governance clarification updates described in issue #41:
This PR does not address the Grants paragraph discussed in #41. We need to wait until we have updated our relationship with NumFOCUS to address that.
