pip install not working.

Originally discussed in: #823. It looks like the setuptools must be installed to install from a source distribution bug still exists, despite the solution offered by @asmeurer on the troubleshooting page.

The steps I took to reproduce are,

1. Clone a Python package git repository (e.g. - https://github.com/CamDavidsonPilon/lifetimes).
2. Inside an activated environment (with setuptools 18.5 and Python3.4), run pip install -e lifetimes/

Results in:

setuptools must be installed to install from a source distribution

conda list shows that indeed setuptools is installed,
