mkl_lapack95_lp64 is missing and therefore programs which use lapack_info from numpy to compile are erroring.

mkl_blacs_openmpi_lp64.a is not part of the redistributable mkl files. Unless, you have your own version of the MKL library, I would recommend creating a new conda environment with a non-MKL linked version of numpy and install atlas. Then, it should be possible to build against atlas at least. Of course what I just mentioned is only true for Linux.
