conda deactivate leaves CONDA_SHLVL in environment #8119

Current Behavior
Install Anaconda 5.3.1, activate conda, and deactivate it. After doing this pretty much all Conda related content is scrubbed with the exception of
CONDA_SHLVL
.Steps to Reproduce
Expected Behavior
CONDA_SHLVL
should be undefined resulting in an empty line printed at the end.Environment Information
