See conda/conda#396 which is similar.

pip install pycosat on Windows Python 3.3 (AMD64) gives errors about loading the C runtime when I do "import pycosat". Looks like the wheel on PyPI is built with the wrong C runtime.

Building pycosat myself via pip install --no-use-wheel pycosat fixes the issue, confirming that it is the uploaded wheel that's at fault.
