Is your feature request related to a problem? Please describe.

fp-ts should be upgraded to at least version 2.8.0 in order to take advantage of import paths without lib prefix.

At the same time we can upgrade other dev dependencies.

Upgrade fp-ts

Additional information/context

Even if this change is not breaking per sé the jump from current version to 2.8.0 is quite big and should be well visible in the changelog
