Add pulp-repo-id annotation to OpenShift build #589

The pulp repo id to be used is determined dynamically at run time.
The value can be pulled from the logs, but it would be very helpful if this was an annotation value in the openshift build.

The particular use case that comes to mind is for clearing scratch builds from the system.
