This issue is a cross-post to another issue: containers/buildah#1589. Unless requested I won't try to keep the two issues insync and instead refer to the original.

TLDR: It looks like there might be a regression in containerd between v1.1.7 and v1.2.x. See this comment in the original issue for more details.

I believe we got to the bottom of this issue in the linked buildah issue; TL;DR: the image layer has the wrong media type--it is compressed but is labeled as uncompressed, causing containerd to treat it as an uncompressed tar.
