Compose onboarding detection is not working properly #4601

Bug description

After successful compose onboarding, I should not see compose onboarding anymore. It also allows user to try to install again, but results in a "failure" since compose tool is already downloaded.

Steps to reproduce

  1. Podman Desktop Settings -> Resources
  2. Open Compose onboarding
  3. Download and install compose system wide
  4. Assert: compose installed correctly and is working
  5. Assert: Compose Resource Setup button is not available anymore
    Actual result: Compose setup button is still present (it disappears when force reload is called on resource page, but the the page is changed: go to Dashboard and then go to Settings -> Resources)
