Is that a bug?
In my opinion, banning an element should mean that you can't do anything with it, nor move it
This was not possible in old installations (e.g. 4.4 or 3.5 with ce-access extension).

you can always reorder unapproved by moving approved, so I think there is no point in disallowing that 🤷
