lint 安装的依赖没有根据是否支持ts做依赖的删减 #60

如果是js项目需要安装@babel/eslint-parser，如果是ts项目则需要安装@typescript-eslint/parser，这两个包是二选一的，现在是都安装了
还有其他plugin也存在这个问题，需要进一步删减
包括项目本身是js，后面升级成ts，这时候依赖需要做进一步的删除和新增
