Support for hong-kong region (ap-east-1) for aws-serverless code in s3

Issue
We are based out of Hong Kong (ap-east-1) and want to use s3 integration to send logs to coralogix and want to use Terraform as iaac to manage this integration. We are not able to use it as the s3 bucket for ap-east-1 doesn't exist and aws (I think) doesn't allow lamba to be configured in ap-east-1 and fetch its code from other s3 buckets residing in another region.

Stage
We are in production and have multiple accounts which need to be integrated.

We added support in terraform for ap-east-1 region, it should work now.
