Regressed upgrades from existing systems as e.g. the "docker" group will drop out of /usr/lib/group and end up in /usr/etc/group, which will likely be modified downstream. Then docker will fail to start.
I think we should write to both files.

Otherwise, upgraded systems which have modified /etc/group (by e.g.
adding a human user), will actually see the group drop out with bad
consequences.
It's harmless to have it in both, /etc will override /usr.
