Patients with no consultation filed

When a patient is registered or the patient file is imported to a new facility, and when no consultation is filed yet for the patient, eg:- Patient 123 below,

Upon clicking on such patient in the patient list (https://care.coronasafe.in/patients), the user must be taken to the patient details page (https://care.coronasafe.in/facility/cae151a7-1b0d-4d76-9d61-a2733b65c648/patient/69b26ab0-a158-414f-950a-f033ea859e51) and not the patient dashboard (https://care.coronasafe.in/facility/cae151a7-1b0d-4d76-9d61-a2733b65c648/patient/69b26ab0-a158-414f-950a-f033ea859e51/consultation/95cef5a8-e8f0-4559-a3b1-71a0cbd33ea6)

This rule must apply to only patients for whom there is no active consultation. Wherever there is active consultation, no change is required.
