Describe the bug

Patients page top buttons are sticky and appear behind other elements when scrolled. Some buttons go behind sidebar in this view, making it unusable.
Patient card: details and tags overflowing. Maybe we could have 2 column layout here.

Steps to reproduce the behavior:

Go to https://care.coronasafe.in/patients
View in split mode

Expected behavior
A clear and concise description of what you expected to happen.
