Improve the way we display the linked facilities of a user such that it does not affect other users cards.

Describe the bug
Currently when we select show linked facilities for a user, it simply resizes the card, such that the grid size affects every users card size in the same row.

To Reproduce
Steps to reproduce the behavior:

1. Go to users page
2. Show linked facilities of any user

Expected behavior
Show a simpler card, with a view more details button, and then we can show linked facilities in a modal.
