Is your feature request related to a problem? Please describe.
When an issue is labelled with P1, contributors shall refrain from assigning it to themselves if they already have another P1 issue assigned to themselves and isn't resolved yet.

Describe the solution you'd like
Add a comment reminding this automatically when P1 label is added.

Additionally, if any authors are already assigned to the issue, they shall be tagged in the reminder comment.
