Emergency Number filter on Patients page and UI fix

Describe the bug
The Emergency Number filter badge doesn't disappear when the filter is removed.
Under bed capacity in facility page, No Bed Types Found should be full width

Expected behavior
The filter badge should also disappear when the filter is removed.1
