View Linked Facility button should be disabled when loading on Users page

Describe the bug
On clicking the View Linked Facility icon on the users page, the button is still clickable even though it is loading.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://care.coronasafe.in/users
2. Click on View Linked Facility icon
3. See error

Expected behavior
The View Linked Facility icon should be disabled.
