Shift Patient- add button to patient dashboard #5297

Is your feature request related to a problem? Please describe.
Currently the "Shift Patient" option is there in patient details page (https://care.coronasafe.in/facility/d02ef2cb-b5b2-4baf-bc9a-fac348893b00/patient/fddf2473-bc46-403d-b450-b569ce29d997) which is not used so often.

Describe the solution you'd like
Add a "Shift Patient" as a primary button on top of the patient dashboard.

The suggestive location is as below:
