Default- allow transfer

CARE has a feature to "Allow Transfer" or "Disable Transfer" for any patient.

The option is visible in the patient details page (https://care.coronasafe.in/facility/16195055-6ad6-4d73-a886-34de91368bda/patient/99ecaaa4-d426-4102-81af-78587d473a7c) on right side.

The default option right now is "disable transfer"

Change this to allow transfer as default.

The user must have option to change this to disable transfer on the patient details page.
