add unsorted options to cmd-line tool

We now have a PR which adds the merge functionality. The cmd-line utilities should now gain the ability to work on unsorted input. The approach is to process chunks of data at a time, sort it, produce FST, then merged these smaller FSTs into larger ones, until you're done.
