Automatically retry actions on failure

Many of our actions are currently a bit fragile and we often get failures because of:

• server issues in RSPM
• dependency resolution errors
• inaccessible internet resources
• etc.

Before opening an issue, it would be useful to try to re-run the action. It's anyways almost always the first thing I try. To deal with inaccessible internet resources, it might be smart to add a delay before retrying.
