Forward P0609R1 to CWG for inclusion in C++26 with additional work done to analyze existing attributes for definition as to what they do in this context, as well as work to ensure this doesn't conflict with packs-in-binding as presented P1061.

CWG 2024-03-19: Reviewed; needs updates.

Question to EWG: This paper does not change the structured binding variant of for-range-declaration, although consistency would suggest it should. Does EWG approve changing for-range-declaration?

EWG discussed this on Tuesday Afternoon in Tokyo.

EWG DOES approve changing the for-range-declaration via Unanimous Consent.

Sending back to CWG.
