The CQF Ruler is an implementation of FHIR's Clinical Reasoning Module and serves as a knowledge artifact repository and clinical decision support service.

The CQF Ruler provides support for the following:

• Publicly available FHIR Server (using HAPI JPA Server)
• PlanDefinition $apply operation
• ActivityDefinition $apply operation
• Narrative generation for selected resources
• Resource loading (file->server and server-server)
• Excel spreadsheet to FHIR ValueSet conversion
• CQL Execution Service
