[3.x]: Action panel dissapears when scrolling by click and drag in Craft

What happened?

Description

Scrolling with mouse wheel through list of actions works fine, but when trying to scroll by clicking the bars (1 and 2 in screenshot) the whole action panel disappears.

Steps to reproduce

1. When in an entry, click on the actions button in a block
2. Click on the scrolling bar

Expected behavior

Action panel stays visibale and scrolling functionality works.

Actual behavior

Action panel dissapears.

I’m guessing this is resolved for the next release via 379520d. Can you try changing your craftcms/cms constraint in composer.json to "dev-release/3.7.39 as 3.7.38" and running composer update?
