Coordinate cargo-kcov effort on crate-ci

There are two kcov efforts

• Join crate-ci org? roblabla/cargo-travis#34
• Consider joining crate-ci org kennytm/cargo-kcov#22

This is a tracking issue for discussions to consolidate efforts under the name cargo-kcov and move development here.

Yup, my focus atm was starting with where (some of us) are at and then look further into alternatives like that. This is also why I am encouraging less broad names than "cargo coverage" and more mechanism focused names like "cargo kcov".
