RELEASE_INSTRUCTIONS

- add version, date and any notes to CHANGELOG.md

- update versions
  - Dockerfile - in two places: LABEL version and ARG VERSION
  - nextflow.config - manifest section and container tag
  - Cargo.toml
  - README.md - examples of nextflow run and pull using the -r option
  - RELEASE_INSTRUCTIONS - this file

- commit changes

- create release in GitHub
  - use version number, e.g. 2.0.7, for both tag and release title
  - use changelog for description but not the line containing version and date

- build and push Docker container on bioinf-srv008

make release version=2.0.7

- update versions to, e.g., 2.1.0-snapshot in same files as above
  - Dockerfile - set ARG VERSION=master
  - nextflow.config - set container tag to latest
  - Cargo.toml
