TOML is out of beta

Any chance to support v1.0.0?

PRs definitely welcome, even if it doesn't fully support 1.0. I've run the tests from toml-lang/toml-test and most of the failures are due to not rejecting things like [[key] ], which will require a few changes to the parser. Other changes—like allowing multiple types in arrays—should be simple.
