Accept a description when using a checklist #3

It'd be nice if start accepted a short description. For example, if
you have a checklist called deploy it'd be nice to run:

check start deploy my-project

The description could be shown in web interfaces and other places.
This would be particularly handy for long-running checklists that you
want to come back to.
