First steps

This is a summary issue.

These are some of what appear to be first things that should be address:

• Data formats
  • input DL2 data format (EventDisplay root to DL2 hdf/fits converter #2 , Input DL2 format #5 )
  • output IRF data format (Output IRF format #6 )
• Reproduce current EventDisplay IRFs
  • on-axis (Reproduce current on-axis EventDisplay IRFs #7 )
  • off-axis
    • add diffuse test data (Diffuse gamma test data #54)
