Add redcap-redirect during packaging step #76

Install https://github.com/susom/redcap-redirect during the packaging step.

Note that sites that do not align DOCUMENT_ROOT with webroot need to edit the redirect line. This is typical at UF. So we'll need to write the method to do that-preferably at deployment and configuration driven. The change needs to be made to this line https://github.com/susom/redcap-redirect/blob/60f27da35b8bdd02c0f0457356e280686dfda6f6/.htaccess#L12
