The record counts from the table redcap_record_counts are not very helpful. that table is a cache The data are aged out after as little as an hour. The table has no data for numerous projects with a non-zero record count. Unfortunately, we are using this data in the report of of production candidate projects.

To address this deficiency, we should create our own cache of record count data and use it in the report. To do this we should add a column, record_count, to redcap_project_stats. We should populate it nightly just as we populate the saved_attribute_count column. See ExternalModule.php

With that new column added, we should use it as input in report.php in place of the data from redcap_record_counts.
