    "Competitions" here could be replaced by "rounds".
  • 9f1 and 9f2
    I don't understand the use of the word "measured (...) to the nearest hundreth of a second". I think "measured and" could be removed with no harm to the sense.
  • 9f12c
    "Puzzles" should be changed to "cubes", since this event is only for 3x3x3
  • 12d1 already makes it clear that the following are moves applied to the upper face. No need to repeat that inside the brackets at 12d1a and 12d1b
  • A1
    kinda silly, but the period at the end should maybe be a ":"
  • A6a2
    ...releasing the puzzle(s) in his hands...

Will the competitor have more than one puzzle in his hands? I mean, it could happen, but I don't see it happening.

"solve" here should be "attempt", to be consistent with the rest.

    "supercede" is written with an "s" instead of "c", I believe (as it is in B1)
  • B2b is the same as A4b. Since B1 says that the standard procedure applies, B2b is kinda unnecessary.

    Add "of the attempt" after "Disqualification" and before "(DNF)", for consistency

    But article B describes blindfolded solving procedure. The speed solving procedure is described in article A. Either way is fine for me, but I'd prefer:
    "standard blindfolded solving procedure (...) described in Article B"

I've made some changes, which should show up above on GitHub. I consider the rest "won't fix":

  • 9f1 and 9f2: I'd prefer to leave in the clear statement that the measurement has to include hundredths.
  • 9f12c: I'd prefer to keep the Regulations DRY where possible. "Puzzles" hasn't really confused anyone.
    • I note that this is in contrast to E3b, where explicitness is critical, and the 2013 phrase "corresponding to the event" is cumbersome and not completely clear.
  • A1: Most uses of the colon are an explicit continuation of a sentence. A1 stands on its own
  • A6a2: Stopwatches are common for multi, which involves multiple puzzles.
  • B2b: While that may technically be true, BLD procedure differs with regard to inspection/starting the timer/lifting the cover. I prefer to keep it in an explicit order for both sections.
