Tried installing cupy, I get this error when running a simple program : https://pastebin.com/zCw0tHZ6

I could reproduce the error with CuPy installed under non-ASCII character (Timothée) on Windows. Haven't tested on Linux, and haven't identified where the root cause is.

Maybe? Could it be the manifestation of this issue, but on Windows? NVIDIA/cuda-python#29
