"Allow running in parallel" option in run configs defaults to false and doesn't persist #2162

This flag allows multiple copies of a particular run configuration to be executed simultaneously. Generally we want to allow this.

This is a very confusing flag. By design its value is not persisted, and I don't understand why. But I've managed to fix this so that the value is now defaulted to on, so that by default run configs are able to be executed multiple times simultaneously.
