Check permission to deploy before uploading

Currently the cli will build and upload all assets before determining whether the user has permission to deploy to the domains in the configuration.

The check should happen at the start of the deploy process, and if no domains can be deployed to it should error out.
If some domains are deployable but others not, the cli should prompt to continue or quit
