SciPy 2024 Proceedings - Required Updates

Curvenote is sponsoring the 2024 conference proceedings for SciPy, as detailed in this announcement. The proceedings are available here:

There are a number of pieces of work to improve the experience in the site, the submission process, PDF templates, and announcements.
