Would it be possible to make a binary build for Windows?

More information at:
https://packaging.python.org/guides/packaging-binary-extensions/#binary-extensions-for-windows

It might be possible to use a Github action for building the release.

I have a windows 10 computer, and could not install pytrec_eval.
I get the following erro
Running setup.py install for pytrec-eval ... error

It turned out to be more complicated, see: #27. That PR is waiting for a review.
