Is your feature request related to a problem? Please describe.

Allowing annotating same data multiple times and merge them. https://github.com/cvat-ai/cvat/wiki/GSoC-2024#idea-quality-control-consensus.

Describe the solution you'd like

  1. Creating multiple copies of same job
  2. Aggregating their annotations
  3. Merging them into the source job
  4. Generating report for the same
  5. Reviewing the merging process?
