Programming Language

Java is good i think becuase its free

I have to check out asp.net core maybe
i think its pretty lit perfomance wise (aps.net webservices RESTFUL)

Database

MySQL cause free and nice.

Client

I have no idea. How much does Xamarin cost?
Has to be Andriod and IOS but in the end its just a website. (or just webcalls)
