Update the spec to match version 1.11.2 of Conjur

Currently the spec aligns with version 1.11.1 however we want it to be up to date with the latest version.

Describe the solution you would like

The following updates need to be made to the spec:

• Add the option to specify Accept: base64 header to the batch secrets request endpoint
• Add tests for 422 response from POST to /host_factory_tokens
• Add tests for 422 response from GET to /resources

The Host factory endpoint's current integration tests do not currently go by response code. Instead of adding the two response code tests in this PR I will open another issue to address the updated needed to host factory integration tests.
