In Tables, the tab key has a special case that allows navigating the table intuitively similar to a spreadsheet.

The tab key should move the cursor, but the toolbar button should still indent. Same for outdent.

Separate our table tab logic into its own shortcut file so that the keyboard shortcut is independent from the toolbar indent buttons.
