The Material Sell Policy, both before and after #1749, assumes that the composition of a resource buffer is uniform and fixed when responding to requests for bids.

Consider making PeekQty(double qty) for resource buffers that would allow for appropriate composition-checking that doesn't assume all resources in a buffer are identical.
